PayPal have been screwing with me since just before x-mas, which is going to cost me over $5,000 to put right. They have Limited my account 3 times, that last time was over a week ago and it is still limited, they are looking for information I have already givin them twice already. Credit card and bank account verified, have not broken any rules or policies. All I did was sell big. Because of paypal I now have 5 negitive feedbacks in eBay one after the other. I had to put a reply in one of them pointing anyone who is about to give me another on to www.paypalwarning.com

I was doing a little research on different merchants account providers and I came across these guys, Instabill.com.

It was this that caught my eye.

I was just on the Instabill.com website and noticed something I liked, something that PayPal dont do, and would probably never do. Instabill actually tell you they are going to hold 10% of any payment that come in through your account in case of chargebacks.
I think that is a good idea, at least if there is a chargeback it is already covered by the 10% that was taken out of your payments. Don't worry, they give it back to you after it has been there for 6 months, you could think of it as if you are putting money away for a rainy day, that day just happens to be in 6 months LoL.

This is what they say to let you know in Advance, unlike PayPal.

By the way, i dont work for them, just thought I would mention them before I sign up to them cause if anyone has had a bad experience with them I would like to know.

I have same problem as most chargebacks fraud I sold over 1300 items on ebay without one problem and then comes the scam !! 500.00 dollar item to Ca and lady even sent emails stating she recieved and then she chargedback and then signature and tracking info and insurance and 700.00 dollars chargeback reversal of fees to my bank acct and bounced my house payment!! I was sending freee merchandise to try and get caught up and then finally screwed me so as of right now I owe paypal 2800.00 in disputes I guess I was supposed to just keep send my merchandise while paypal says they are going to fight disputes with customers credit card I am contacting my attorney can anyone out there help JIll

I am so completely frustrated with Paypal. This is the second time this has happened to me.

I packaged an expensive item with extreme care. I always package very carefully. However, despite my best efforts, the item was damaged the the USPS in shipping. The first buyer refused to file an insurance claim with the Post Office - said he sent the item back to me - I never received it. He filed a chargeback with Paypal who found in my behalf because he had no proof that he sent the item back. He then filed with his credit card company and they found in his behalf. Paypal took the over $800.00 out of my account

Now, the same thing has happened with a $1,200.00 item. The Post Office has denied the inital claim for reimbursement through insurance because "there was no visible damage to the outside of the box". However, the item was wrapped in many layers of bubble wrap, then surrounded in cardboard, then put inside a box with lots of filler and lastly placed inside another box with lots of filler. The outside box was marked "Extremely Fragile, Please Handle with Care". We are filing an appeal with the Post Office but in the meantime the buyer filed with Paypal a "not as described" and they are holding my funds until the decision is made by the Post Office. I am so upset. I can't take this any more.

Just in case this helps, apologies if this information is somewhere else but there is a lot here to read :-

Chargeback
Acquiring bank acting on behalf of the cardholder to dispute the transaction for various reasons :- fraud, non delivery

Chargeback Reversal
Acquiring bank acting on behalf of the cardholder to cancel the above i.e. they see the light, were mistaken etc

Representment
Issuing bank acting on behalf of the merchant to contest a chargeback

The whole process is basically very costly. After the representment stage is an arbitration stage which is costly and both banks between themselves often decide to take a hit, or one pays depending how good their back office system and process are. If a transaction was conducted with a branded card then it would seem reasonable that Paypal / ebay, comply with that card schemes rules. Paypal would seem to be of such a size as to be one of a few large players in that specific area and would seem best if they act in a responsible manner. If you have any complaints would seem an idea to approach it from various sides such as through PayPal, the card schemes they interact.

If Paypal are allowing fraud to occur and not contesting it would seem they are failing in their obligations to the community and indeed the concept of this type of transaction. Governments love electronic transactions for lots of reasons, cash is expensive for one, so it is not in their interests to see something like this fail.

Funny how the poster changes the wording of the email to fit his purposes. :) They don't say "to reimburse the buyer" and the fee is only $10, not $10.99

claimandcollect1, I think I might have to try this since Paypal is probably going to keep screwing me over. I had a lady contact me about a necklace and earring set that I had on ebay she wanted to know if I shipped to Russia. I said yes. She said she had a problem, that her family lived in Russia and she wanted to send the necklace and earring set for a birthday present. I said yes but if she wanted me to wrap it up pretty I would have to charge her extra. She said okay, and while I was at it would I mind doing a western union transfer for her along with the gift she said she would pay me $200 for my time all materials and the Western Union fee. Since I had just lost my job I needed some money I though okay well since we would be doing the transaction through paypal there is no way that this could go wrong right? Wrong!! So she sent me the money via paypal I sent the Western Union got the necklace set ready to send and sent her an email giving her the details of the Western Union transaction. She asked if I would do a second Western Union when I went to ship the necklace set because she wanted to give them enough money to buy something they needed. I said sure and then went to paypal and found that she had already sent the money even before I agreed. As circumstances would have it I ended up not being able to leave the house for a week and a half because I was very ill and was on medication that forbid me driving anywhere. Well as soon as I got better I decided to go right out and ship the merchandise and do the Western Union transaction but I stopped to check my email to see if my sister had emailed me which was lucky because I had an email from paypal saying that the first transaction she was doing a chargeback saying that it had been an unauthorized transaction. I was shocked I decided to wait on the WU and merchandise to see if the second one came in the same way. Well a chargeback came in but under a merchandise problem!! Can anyone see the screwiness of this? I sent paypal all of the emails and the WU receipt to Paypal thinking there is no way this woman can get away with this. Especially since one of the emails specifically acknowledges the first payment and says she is sending me the second!! Paypal said okay it will take at least 65 days before this is resolved! What the ****! I get to wait that long to see this woman tossed on her butt. So after forever I get an email from paypal about the second chargeback saying we lost the dispute, excuse me? I check my account and what do I see, now the second chargeback is listed as unauthorized. How the **** do you change the reason after you initially file!!! Then here is the pip I get an email on Nov. the 12 saying that I have an unauthorized claim against my account. I check my account, now the b*t*h is doing an unauthorized claim on the same transaction that she opened a chargback on and WON!!! I called paypal outraged spoke with a gentleman and he said well I see what you are talking about and she can't do that I am going to send an email to the fraud center and the review board. Okay, right? WRONG!!! I get an email from paypal today saying that the unauthorized claim has been lost meaning she just got another $773.45 from me that wasn't her money to begin with!! So I called paypal again and explained the situation to another gentleman and he said oh yes I see when you called and who you talked with and I am going to send an email to the fraud center and the charge should be reversed and they should be in touch within the end of the week. We'll see how well that goes if I have to I will go after paypal for all of this!! On top of it all I can't even get this woman's information to take her to court over this!!

foo26, July 20 finervibes won my auction for a $5000 boat in the last 11 seconds. Five minutes later she made a $500 deposit on PayPal. A few days later she came with a man who had a truck to tow the boat and some mental issues and left without picking up the boat or paying. I gave her 30 days to complete the transaction and then sold the boat to the second highest bidder. That person called to say he was pleased with the boat and thought it was fairly presented. Here is the catch!! PayPal refunded the non-refundable deposit on the boat sold "as is where is". PayPal's "reasoning": Deposits don't qualify for seller protection so they will not fight a dispute. Finervibes disputed her credit card charge claiming undelivered merchandise when in fact she failed to pay and pick it up and PayPal just gave her MY MONEY. I (and you) cannot take deposits on titled goods on PayPal - the deposit doesn't mean anything.

well i am happy for u but I have followed all the rules they stole money from my bank account and i have never sold or brought anything through them I only get payments for surveys and click ads payed into my account and yet they still froze my account and I have not even tried to withdraw a cent from the account yet so u tell me how I could be sell something they dont approve or committing crimanal acts when I have recived a hole 12cents in my account so far and yet they stole money from me and froze my account

snyd09, I don't know who you are but you must be a PP employee because you talk a bunches of B/S. I followed the rules and I got screwed on a chargeback and they did nothing to investigate. I gave them enough actual proof and evidence that may have even put OJ behind bars. This is complete crap! Who is getting money in their pockets to look the other way here? Somebody obviously is. So I say it is time for a huge class action lawsuit that is heard around the world and lets corporations know that it is time for legalized business crime to end! Why the hell can't corporations adopt a new saying - something like "Doing business the honest way!" and then actually mean it? I think that morals around the world are going to crap and whatever supreme being or religion you follow is surely frowning down upon us. Everybody wants to make a stealing at others expense even if it isn't right! This would include the guy who created the fake account to purchase stuff he had no intention of paying, his credit card company for allowing the chargeback without investigation, PayPal for passing the buck off onto their customers and wiping their hands clean while performing no investigation at all and finally to the person in this thread who speaks like a spokesperson for Paypal and who is probably also taking kickbacks to defend PP in these forums. It is all crap from bottom to top and it is time to scream about it and stop our feet together until something is done to stop this kind of legalized crime.

That's their out. PayPal spends a huge amount of time trying to convince users that they (PayPal) will fight vigorously on their users behalf. They spend several pages on their site making all sorts of general and unspecific claims. But then they put in a notice that says PayPal might not do anything if PayPal doesn't want to.

It was brought up by another user of this site, that PayPal has a financial interest in not disputing claims. The reason is that the merchant banks set the discount rate (what paypal pays to accept visa/mc/discover/amex) based partly on the chargeback ratio. By keeping chargebacks to a min., PayPal enjoys a prefered rate, as the expense of it's users.

Remember that next time you go to sign up or use a PayPal account.

How does that info help anyone exactlly? All I read is this website telling people not to use paypal....and hence another company that perhaps advertists on this website by default.

Try giving out useful advice on how to appeal, where to appeal, etc. Maybe a class action lawsuit started somewhere????

Dispute it through your credit card directly and not paypal. Don't listen to all the crap that Paypal say, they won't do anything. They'll just let you wait it out and say they cannot charge your credit card back. It happened to me. A bunch of idiots!!!!

Also from Ohio, I have just gotten my final notice from Paypal that they "can not fight" the chargeback. I sold an As-IS car for $730 and 90 days later, NINETY DAYS - the buyer - who took the car immediately out of state and now has my car and my money. And Paypal is acting like they can't do a thing.

I am done with Paypal after literally tens of thousands of dollars of transactions, they have screwed me for the last time!

I have just had my first (and last) very painful learning experience with PayPal Pro and a chargeback. The purchase was made from my website through their "secure" system. PayPal said they went to bat for me but lost. Hah. I had Delievery Confirmation and records of a phone conversation to support the confirmation and completion of a legitimate sale.

When I switched to Pro from a regular merchant account I never thought to ask about this. I "assumed" (duh!) that I had some sort of protection. With a merchant account I knew the card type and number used, and was always able to successfully dispute a chargeback request. (Usually just somebody who didn't recognize my business name on their statement.) PayPal won't even tell me the TYPE of card used for this sale!

I argued and argued with the supervisor. I have no way to fight this chargeback myself as I have no access to the information I need. And its obvious that PayPal did not fight this. If there is a Class Action suit on this issue, please let me know!

Probably covered, but...

I used paypal recently to sell software online. It was a 2 week operation to make some quick money. It was legit. People would put in an order by pressing "buy now" from our website, and they would receive their software, electronically, within 3 business days. I delivered to each and every person, and everyone got what they paid for and more, including support and answers to their questions, even though our website clearly stated, "No support for installation". We also have on our website, "NO REFUNDS, NO GUARANTEES, ALL SALES FINAL".

Well, of course, about 5 ****s decided to dispute the charge on paypal. The cost is about 50 bucks a pop, nothing major. I addressed each one with Paypals ridiculous online Dispute Resolution Center, which is a bit confusing and totally constraining. It was so difficult for me to input evidence that the software was delivered electronically. All they kept directing me to was some screen asking me to provide tracking info and the shipping company. ****, how stupid. Not every transaction is a shipped item. I had to go through hoops to address each of the five complaints. I then got nervous about the money sitting in there and quickly transferred it to my bank account. Thank god that just got in my bank safe and sound, 1 day before they limited my account access. NOW Paypal wants to know more about my business before they allow me to transfer money from my Paypal account to my bank account. This is ****ing criminal.

I only have about $400 bucks in there, but still, I want that money. My disputes are now in "review", and it has been so frustrating because clearly these people are just lying and trying to get free software. I repeat, everyone has been delivered to. So, I phoned Gaypal. They told me the limitations on my account, and then I asked, "Can I still receive money?" The answer was, "Yes"! I then told them how ****ing backward that was, that, on one hand, they flag my account and limit its access to protect buyers, but at the same time, they will allow that same flagged buyer to receive funds from any potential buyer. ****ing scammers. They don't care about anyone but having money in their account to hold on to. This is totally horrible. They should not be allowed to do this. If they don't have sufficient information when they sign you up, they shouldn't wait until you have money in your account to ask you for more, with the audacity to freeze your money but allow people to keep buying from you. That is totally not protecting the buyer from fraudulant scammers and completely contradictory to what they claim to be doing: protecting the buyer.

So now, I have to wait for the disputes to clear, and then, god knows when, will have access to my money. I told them that if they even hint at taking money from my bank account, they are ****ed. They said they wouldn't because that is illegal. Thank god they can't get away with that anymore. But damn are they ****ing sneaky. For instance, if you are going to refund someone, they say, "If your account does not have sufficient funds to cover the refund, funds will automatically be debited from your bank accont". Automatically? ****, how sneaky. With Paypal, you have to watch every ****ing thing you do. What shit. What fraud. They will do anything to freeze your account and hang on to your money.

Paypal is simply a ****ing scam and we need to shut them down.
