When a chargeback happens, it doesn't limit the seller's account. It simply places a hold on the funds involved (and ONLY those funds) until the matter is sorted out. If a chargeback is granted, the funds are reversed. The sellers account is still open and fully able to send and receive funds as normal.
As you so gracefully stated, you are a money transfer service ONLY, what the f**k gives you and your corrupt company the RIGHT to interfere with that? You have no legal rights other than what you claim in your own policies regarding use. You are NOT a bank, and "claim" the money is placed by your service in an unaffiliated FDIC insured bank, and thus you claim to have NO control of the money other than from point a to b to c. Curious.
While we were at it, just thought the people should know something interesting. You CLAIMED somewhere earlier that paypal ONLY got cash from charging for people's transactions? Do you REALLY now? Referring to paypals' http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/travelers-outside webpage. Paypal claims that it will generously allow these "users" to put their money in an interest bearing money market account, how white of PayPal (considering the average person will know the risks involved in that right?...yeah so kind of them.) But did paypal tell them, all the money they are holding in "pass-through" as long as it isn't in the money market account, they will be sitting on it like the miser king collecting interest? OPPPPSSS... didn't tell the kind people THAT did you? Oh wait, yes you did....in the what seems like 20 page user agreement that everyone reads and understands. Oh, yeah well... now the people know out in an open forum, that while paypal is "holding" their cash for your 180 days, the whole while it is sitting in an interest bearing account collecting paypal money. No wonder paypal is so eagar to put a hold on people's money. Just think, 180 days, average let's say $200-1000 average account, multiply that by ohhh.. random number sure no where NEAR being correct, but just for the sakes of this arguement, let's say you froze 1000 accounts, averaging $500 for 180 days, and let's see let's do a low 2.5% apr... sooo that is $500,000 bucks at 2.5% interest for 6 months that just made paypal $6,164.38. Hummm... no wonder they are eager to lock peoples accounts. Would be really nice to have the government subpoena THOSE records and inform us of EXACTLY how much paypal made in interest alone. Especially since you claim 78 million users, 1% (lower than the national crime rate) that's 780,000 people with their accounts locked....I think I'll say this time the average is only $200 frozen in each at...ohhh.....2% that's... get ready $1,538,630.14 bucks extra every 6 months! Now then that's a reason to freeze people's accounts isn't it? I want you kind folks to understand this is purely speculation on my part, since I don't have ACTUAL numbers to work with, you come to your own conclusions if my numbers seem too far fetched (the numbers are actually alot higher in my opinion.) And here is the best part! It doesn't matter WHO is getting screwed by the scammer, as long as they can sit on the money PayPal collects the interest! Damn, Capone would have been PROUD!
Pay the people interest for sitting on THEIR money at the very LEAST. Or do what paypal was meant to do.....transfer of money from one person to another, VALIDATE everyone BEFORE they can use the service. Offer to share the info in legal litigation by parties if they are forced to sue, and get your hands out of where it don't belong!

Excellent. You have accurately described how Paypal "investigates fraud". They have investigated and found that they will not be able to get the money from you so they will deny the buyers claim and keep the money from them!

I sold a Nextel phone on ebay that worked fine... couple weeks later dispute with customer after he left positive feedback... he wanted his money back so I ignored paypals emails... buecase I knew the credit card I had on file was no more... and the account wasnt in my name I basically told paypal to kiss it...

<helene oba>, Oh I just love when PP employees say, "YOU SIGNED OUR USER AGREEMENT"!! That "User Agreement" does not translate until something so blatently dishonest that pp initiates happens that one refers back to that ua. Who would ever think of doing business this way? Really. I've already contacted the Attorney General of our state challenging the most obvious - the fiduciary relationship between Ebay & PP...it's illegal!!!

So I once again go through the process of explaining my story of what happened but now I have a closed case with paypal and the buyer never sent the item to my address it was sent else where and whom ever it was refused the item. So I am out 300.00 bucks and a purse. My creidt card company state if I do not hear anything in 45 days consider the credit final.
PAYPAL IS A SCAM AND THEY SUCK. As far as I am conserned they should shut this place down, they way they treat us seller is HORRIABLE, I was tole I was a fraud and that selling a fake purse like I did I should be luck they are not taking me to court and that I am not facing jail time (please note I did not sell a fake purse I sent all auth info with it and am getting scamed) I was also told even tho the package was not dilevered to me but refused that is my fault and the buyer now get themoney and the purse PAYPAL HAS DONE ITS PART. I DONT THINK SO .......I no longer use PAYPAL for anything I am don with them and I warn people about using there services as well. I dare paypal to fight this charge back because what happened to me as well as other that I am reading about on this board is just WRONG and I feel Paypal should not put out of business for there WRONGFULL ACTIONS. But I guess that goes along with there user agreement huh.......
I am a seller - I was a PowerSeller with 100% Positive Feeback until the couple from Florida entered my life! In Dec 2004 bought a fur coat in January did a chargeback - I transfer all monies out of PayPal to my bank account as soon as a transaction goes through so, they didn't get my money but the buyer after sending me an email saying she loved the coat (evidence for PayPal - they ignored) then the chargeback came - I've been disputing it and every call (to Kansas) and/or email I receive states they are looking into it AND then the same day I received "that email" I received a call from a collection agency PP hired NCO Financial Systems, Inc - NCO followed up with a letter and I'm going to fight this one - I have all my documentation I am cc Meg Whitman and her 'crew' along with PayPal, FTC, BBB, and of course NCO - wish me luck and I'll be in touch and let you know what happens.

Another testament to "PayPal's commitment to excellence" LOL
An eBay customer received our goods and left positive feedback. A month or so later she claimed her credit cards were stolen and someone bid on eBay items without her knowledge and paid for them with her credit cards (of course she claims this wiped out her mom's account and her best friends account as well...what?). So PayPal immediately chargedback the $139 from my PayPal account and promise to fight valiantly and bravely on my behalf. I thought, well, no brainer, this girl emailed me about shipping charges, she emailed me about colors, and after the chargeback she emailed me to say I should go ahead and re-invoice her for the funds and she apologized. I submitted all of this info to PayPal thinking, no problem, this is just a minor delay. WELL - much to my surprise this is the email I received 2 months later from PayPal:
We recently (recently ha!) notified you that one of your buyers filed a chargeback with
their credit card company indicating unauthorized credit card use.
It is PayPal's standard practice to attempt to dispute wrongful
chargebacks. After careful consideration of the information provided by you
and the buyer regarding the transaction detailed below, we have determined
that we will be unable to successfully dispute this chargeback with the
buyer's credit card issuer.
Since the credit card issuer granted the chargeback to the buyer, we have
debited $139.00 USD from your PayPal account in order to reimburse the
buyer. This is in accordance with the terms of the PayPal User Agreement.
Also, PayPal was charged a settlement fee. As a result we debited your
PayPal account to pay for this fee. This action was taken in accordance

Ok so - you'll note that they never even tried to get the money back because they didn't think they could win, but they still charged me $10. If this was a normal credit card charge I'm almost 100% sure I could have got this lady in a whole lot of trouble for lieing to the credit card company, but of course because PayPal "protects me" I have no access to anyone. Of course, this lady has seen the fantastic situation that has fallen in to her lap and has taken the merchandise and run. Why would she pay me? Her eBay account is suspended because of the non-paying bidder claims and neg feedback, but she has all her stuff so who cares. She'll just open another account in her neighbors name anyway.
Sigh...we're overseas so PayPal is a necessary evil right now, but in 3 weeks we're back in the US and it's back to money orders and checks for me. I hope they're happy they got their $10 bucks. We've been doing over $5000 a month in transaction from them and it's just going to disappear. Thanks for letting me vent. Best of luck to everyone who has been scr@#ed by the faceless, autoreply machine called PayPal. Such a great idea/service and it's just being pushed down the toilet.

It was an item that was listed as authentic, but it was verified as fake. Seller wanted to make a deal rather than refunding money. Now seller ID is no longer registered on EBAY. Also refused to give address for return. Paypal rep even said call my CC company after they refused to help.

If the chargeback was for "unauthorized use" then yes for sure. If it's for "item not recieved." Maybe. I do not know if the banks have a chargeback for "item not as described."

Does paypal automatically freeze paypal accounts if the credit card company conducts a chargeback on paypal? I purchased an item from a seller on ebay, who did not ship item until I filed a complaint of non shipment from paypal. When I received the item, it was not as described, when I notified paypal, they closed the complaint and said I could not change the complaint and could not file another. As I have filed with my CC company I wonder if they will freeze my account?

Dina is 100% correct and the others who are telling you that PayPal locks down an account are absolutely right. I am going through the same thing. My account was frozen on June 28, 2005. I have not been able to use the account for anything but providing refunds. I can not receive payments, I do not use it to run my business, and it is worthless to me.
I now post in all my auctions that I DO NOT accept PayPal for any reason. I have no problems with that. If anyone wants to not buy from me because I do not accept PayPal, that's okay. I don't need the headaches. BTW, whatever happened to buyers paying for their orders with a credit card, money order, personal check, etc.? It seems to me that because PayPal users want instant gratification, they expect sellers to be at their mercy...I don't want to be a part of that.

Here is what I have just included in each of my auctions regarding Paypal:
*************** REGARDING THE REASON I NO LONGER ACCEPT PAYPAL PAYMENTS........ I HAD BEEN USING PAYPAL TO ACCEPT PAYMENTS, AND TO PAY FOR AUCTIONS, OVER THE PAST 5+ YEARS (2000+ TRANSACTIONS), WITH NUMEROUS PROBLEMS.
THE LAST PROBLEM WAS THE LAST STRAW! I SENT A PAYMENT TO AN EBAY SELLER, THROUGH PAYPAL, TO PAY FOR A LOUIS VUITTON BAG AUCTION I HAD WON. THE BAG WAS SENT TO ME, AND IMMEDIATELY I NOTICED IT WAS NOT AUTHENTIC. AFTER EMAILING THE SELLER AND RECEIVING NO RESPONSE I SENT THE BAG BACK WITH A NOTE DEMANDING A REFUND, BUT I RECIEVED NO RESPONSE. I THEN FOUGHT THE CHARGE THROUGH PAYPAL, AND GAVE THEM ALL THE INFO ON THE TRANSACTION AND THE DELIVERY CONFIRMATION #, THAT PROVED THAT I SENT THE BAG BACK TO THE SELLER. PAYPAL CONTACTED ME TO INFORM ME THAT SINCE I DID NOT HAVE A "SIGNATURE CONFIRMATION", PROVING THE BAG WAS RECEIVED BY THE SELLER "PERSONALLY", THEY COULD NOT REFUND AND WOULD HAVE TO SIDE WITH THE SELLER!
SO.. NOT ONLY WAS I OUT THE FAKE BAG, BUT I WAS OUT $325 ON TOP OF IT! I THEN CALLED MY CREDIT CARD COMPANY TO DISPUTE THE CHARGE, GIVING THEM THE SAME INFO I GAVE PAYPAL, AND THE CHARGE WAS REVERSED, IN MY FAVOR! A COUPLE OF DAYS LATER PAYPAL NOTIFIED ME THAT MY ACCOUNT HAD BEEN FROZEN DUE TO THE $325 CHARGEBACK, AND THAT IT COULD NOT BE UNFROZEN UNTIL I PAID THEM THE $325 MY CHARGE CARD COMPANY REVERSED!
I HAVE FINALLY DECIDED TO JOIN THE THOUSANDS AND THOUSANDS OF OTHER DISSATISFIED, FORMER, PAYPAL USERS, AND CLOSE MY ACCOUNT. I APOLOGIZE TO MY LOYAL RETURN CUSTOMERS AND FUTURE CUSTOMERS FOR NOT HAVING AN EASIER WAY TO PAY FOR MY AUCTIONS, OTHER THAN M/O AND CASHIERS CHECKS.
