I sold some laptop batteries on Ebay for $950 including S & H. The guy left a positive feedback for me. The auction started with bold saying "This is As Is Auction, No Refund, No Exchange, Batteries are untested". They were more than 50. After one month the guy contacted me and told that only 5 of them work So what can I do for him. I said the auction was "As is, No refund, No exchange" we did not test the batteries so cannot do any thing. Then he went to Paypal, they immediately put a hold on our funds. I wrote them in detail referring the Ebay item # and told them that this auction was as is and no refund. They said that they will investigate. After almost 2 months, they decided in favour of the Buyer (as they always do). They asked him to return the item. When I got the item, all batteries were changed and he had sent back garbage batteries. I immediately informed Paypal but they said, I should go to Local Police and send them report. Tell me how can I prove to local police in Canada that batteries I recieved from Italy are not the ones I had sent. I did not waste my time. Now recently I got an order and sent it immediately. Next day, Paypal put a hold on the funds for chargeback. I provided them the tracking# but after few days Paypal gave the funds to the buyer. I sent them the online Signature image of the receiver but nothing happened. Now Paypal has again limited my account and asking for more papers while I have 2 ebay ids and both Power Sellers. This Paypal and Ebay Sucks.

I have spent the past day and half reading through this site. I came on here to look around about a year ago but just skimmed the site. I have to say I am amazed. I have been scammed by sellers twice...neither time did Paypal help out. I did get my money back the first time as a bunch of us got together and filed a police report in the city she lived. After Paypal wouldn't do anything beyond going to the second lady's Paypal account (which, of course, was already drained), I tried to do the same thing with this lady but was told by one of the police offices from her city that I would have to go there to file a police report against her, that I couldn't do it over the phone. So I never got my money back from her. Of course, none of the times I've been scammed have been more than about $60...I think that was the most...so, after reading many stories here, I feel like I have no reason to complain. I think the thing that made me so mad about the second time I was scammed, where I didn't get my money back, is that she took my kid's Christmas money. She pretended to sell hard to find, popular toys for Christmas, get the payment and then not send the toy. By the time you suspected anything and emailed her several times with no response, she had pulled all the money she had stolen from people out of her account and run. Paypal just told me that if she tries to sign in to her account again, she won't be able to use it unless she sends me a refund firts. Umm...hello! Do they think she's that stupid?

My most recent run in with Paypal is still in the process. I had a buyer win a boutique little girl's beaded denim jacket from me the end of last October. She never responded to my invoice and hadn't paid after 10 days so I filed a non-paying bidder dispute on eBay. Finally, 4 days into the dispute, she pays. In the meantime, she's racked up a whole bunch of negative feedback for non-payment and her explanation was that she was in Chile for a funeral. So during the 14 - 15 days I was waiting for her payment, she had been on responding to these negatives. So, I shipped the jacket out the very next day to her confirmed address with delivery confirmation and insurance. According to the delivery confirmation, she recieved it about 5 days later...which surprised me because it was mailed priority but it was during the holiday shipping season so it probably took longer because of that. However, after she received it, she went on to eBay and left me a positive feedback that said thanks and I did the same for her. I had sold a bunch of items around this same time and once it was all complete (maybe a week or two later), I stopped selling on eBay for the Christmas season and wasn't buying so I hadn't really even gone on to eBay let alone Paypal. I did continue to be online and check emails daily though. Well, more than a month later (a couple days before Christmas), she claimed that her account had been hacked into and that she hadn't purchased this item. She had paid with an Instant Transfer and, according to Paypal, they couldn't give me any information about what she said but they did tell me that she went through her bank to make the claim. Well, according to Paypal, they emailed me about this and 10 days later, since they hadn't heard from me, they reversed the charges. I never received any email from them. So I knew nothing about this until about 5 days after they reversed the charges, I had gone on to eBay to start buying spring clothes for my kids and when I went to pay, I was told I couldn't send payment because my account was in the negative. So I checked it out and, sure enough, it was in the negative from the reversal. This was around January 18. I called Paypal to find out what was going on...why I hadn't heard anything about this. They told me the little bit of information they were willing to tell me and then said they would send the pending-reversal form back out to me so that I could fill it out then and send it back so I would be covered by seller's protection.

So, the very next day, I fill it out completely showing that I shipped to her Paypal confirmed address with delivery confirmation that shows it was delivered, proving that she received the item, not some scammer. And she left positive feedback for me, which she wouldn't have done if she hadn't purchased the item. I send it back immediately (January 19) and get an email fairly quickly after that that says thank you, give it 5 business days and if it requires longer, we will contact you within 5 business days. So I wait, and I wait some more and finally it hits 6 business days with nothing changed in my account and no contact from them. So I call last Saturday (9 days after sending the form back to them, 6 normal business days but I was told they work on Saturday's also, so technically, more like 8 business days). The first guy I'm on the phone with has me sitting there for 30+ minutes just sitting most of the time. He takes forever to find my email and then finally says all he can do is put it to the top of the list for the people who deal with these matters...so they deal with it sooner. So I say okay...I mean, what else am I supposed to do? So he says just a second, I need you to stay on the line a little longer so I can get your information. I sit there for about another 10 minutes and then, all of a sudden, he hangs up on me! So I call back and get another guy that basically says the same thing but was a little more helpful and a lot faster. He told me that he would try to get them to take care of it that same day or at least have them get an email out to me. So, again, I play the waiting game. Still nothing happens! Now, I had auctions ending on Monday and was trying to get this dealt with before those auctions ended so that my buyers could pay me. I was not about to have them pay me when my account was in the negative because I was sure I wouldn't get the money back if that happened.

So, yesterday (Monday...the day my auctions are ending), I call them back to figure out what was taking so long. To this point, I was told several times that I should be protected by seller's protection and should be getting my money back. I was never given any other impression. So, when I called back yesterday, I am finally told that I am not going to be getting my money back because it was too late...I didn't respond to the pending-reversal form within the 10 days. I told the lady that I hadn't gotten an email about it so I had no way of knowing it was happening, let alone responding to it. I told her that they have my home address as well as my phone number and they should have contacted me a different way being that they were trying to take my money out of my account. She told me that all their correspondence was done by email. I told her that that is not my fault...email is unreliable and I didn't get any email from them and that they could have easily contacted me in a more reliable manner. That I did everything I was supposed to, this lady was a scammer and I had already been told several times that I would be getting my money back because I was protected under seller's protection. She finally said that all she could do for me was give me a $25 credit (which still leaves me in the negative by a couple dollars). I told her no, you will give me all of it back. I will not be held responsible for Paypal using unreliable methods for contacting people, I did everything I was supposed included insuring the package so my butt was covered from all directions and I will not take less than all of it. So she says so you don't wan the $25 credit. I said no, I want the entire amount or I will go to my lawyer and I will sue the pants off Paypal. I did what they required, they are the ones who chose to use an unreliable method for contacting me, I have never scammed anyone and, for that matter, have never ignored their emails when someone did complain...which has only been one other time, a buyer from Canada only allowed 2 weeks after shipping before she filed a complaint and this was during the holiday season the year before. So, in almost 6 years of being with Paypal, before this, I had only had 1 buyer complaint through them which was dropped and the item received. There was no reason for them to believe I wouldn't try to do something about losing this money...what are they, stupid? I think they use emailing because they know it's unreliable...means they don't have to do anything if they don't hear from me. Anyway, she finally said she would credit my account with the amount it was in the negative so it would be like I got the entire payment back. I said thank you and asked how long it would take to be in my account as I had auctions ending that evening and was trying to get this taken care of by then so that I didn't have to worry about people trying to pay. She said it could take up to 24 hours. Well, by this point, I was just happy to be told I would get the money back so I figured I would wait the 24 hours, when my auctions ended, I just sent an email to them saying they would have to wait if they wanted to pay by credit card or use eBay's pay now button. Otherwise, they could pay my personal account for now. So, here it is, more than 24 hours later, and my account is still sitting in the same place...in the negative. I am pissed beyond belief right now. I had 6 auctions that ended last night...after they have been paid for, I will be closing my Paypal accounts and I will never use Paypal again. I'm so sick and tired of Paypal's BS and their run around when there is a situation, their protection...or should I say lack of protection...and their protection for the scammers. I'm done with Paypal!

PaypalSucks, I found out how to scam paypal out of money, it seems that when you have a credit card and a checking account linked, you can send a instant transfer. Its like a echeck but they DO NOT wait untail the money clears, heres the catch, anyone AND ANYONE can go get a green dot pre paid mastercard, sign up, they give you your account number online, and not only do they give you a MASTER CARD NUMBER, They also give you a direct deposit form that can be used as a checking account!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I accept PP. But have learned to never trust them.
I keep very little or no money in the account.
If I get a large order for say $500.00.
I will immediately go to the nearest ATM and withdraw
the funds. The day my lucky number comes up with PP.
It will be ME having all the leverage not them.

THIS WOMAN IS CLAIMING HER CUSTOMER DID NOT GET AN ITEM
I TOLD PAYPAL FOR HER TO MAKE A COMPLAINT THEN her customer would have to be making a complaint also
but paypal can not look into her account to do the research
they can ask for the money all they want because they will never ****ing get it
my bank account and credit card is closed out from them

I sold an XBOX 360 for $675 and two months down the line the piece of ^*&$ files a claim with the credit card company for unauthorized use.

So why is PayPal asking me for tracking information? What is the relevance between them lying about their credit card being stolen and whether they got it or not?

I provided tracking info anyway. It was delivered to their confirmed address but I did not have signature confirmation. Do I even have a prayer?

Has anyone tried going after the scammer or the credit card? Private investigators?

After many years of painstaking research into the underbelly of corporate America I can share with you good people exactly who these people are and their TRUE agenda.
FACT eBay was set up by aliens (not the Guatemalan sort, but the sort from outer space).
FACT eBay's sole purpose is to cause the downfall of small businesses like mine in order to have a ready supply of homeless people on the streets.
FACT eBay employees eat homeless people (but I'm not homeless, I'm sleeping in my car, so there).
FACT PayPal, although nominally owned by eBay, is in fact run by Chinese communists who are determined to ruin our gorgeous capitalist system and take over our wonderful USA.
FACT When they take hold of the reigns of American power, they will force us all to eat nothing but rice (lucky I have a ready supply of facial scabs to nourish me).
FACT There will be a Chinaman in the oval office within 1 year and he will display the body of our glorious president George W Bush on a stake outside the whitehouse (with an American flag stuffed up his arse).
FACT Liveworld is staffed entirely by fairy people from Donegal in Ireland.
FACT They do funny little dances and cast spells on me and the only way I can protect myself is to shout abuse in the street and thrown my own excrement at passers by.

You all do know that the Credit Card companies are the ones who took your money if PayPal said it was a chargeback right? You also know that it cost a merchant hundreds of dollars to dispute a chargeback if they lose and the Credit card companies can wait more then 2 months before they grant/deny an appeal to a chargeback, right?

Recently I lost my internet access due to an outage in my area. As a result I could not access ebay to send items out. A ebayer decided to start a dispute, and by the time I got back on the internet, paypal had issued a refund of $51.00. This put my account in the negative $5.00. Paypal decided that since I was in the neg, they should limit my access until my account was brought back to the positive. So I sold several items on ebay and made $435.00 which brought my account to the positive of $430.00. In the meantime four others decided to start a dispute, so paypal informed me that I had to take care of those before they would unlimit my access. So I provided tracking numbers for all four of them, & paypal said once the items are delivered they would lift the limitations. I saw today 1/19/06 that all of the items were delivered, and yet the limitations were still there, which is three weeks after this all started by the way, so I called them again, and paypal informed me that now I was required to do the following... over the past four years I have had four other buyer complaints, which all of them I provided tracking information for, and I won all of those complaints, but now that my account is limited, they are requiring me to pay them all off whether I won them or not. Also there was a complaint four months ago that the guy received an item but he stated not as described. Paypal states in their policy under buyer protection they are only concerned about the buyer receiving the item, not whether it is what they expected. However since my account is limited they are making me pay him off as well. Since they have crippled my account, they have been forcing me to pay off people whom tried filing buyer complaints after the alotted 45 day period of which the buyer is allowed to make a complaint. Even though they would not allow these people to put in a claim when my account was in good standing, now that it is crippled they are opening the complaints for them against me and forcing me to pay them all off. I now have $300.00 left, and they just keep coming up with new complaints, from many months ago. By definition this is extortion. They are forcing me to pay, to get my own money. How can that be anything but extortion? If I was liable to pay these buyers complaints, they would have made me pay them months ago when the complaints were made, but instead now I am finding a bunch of them marked as deferred in the buyer complaints history on my account. These were not there before they limited my account. Keep reading it gets better. I called, and spoke to a supervisor today, and she started the whole coversation with Sir, we can do anything we want with your money! Honest to god that is what she said. She went further to say that if I wanted to argue with her, she could make me wait 180 days to get my account access limit lifted. All this because I had the gaul to ask her how come they are keeping $400.00 to cover four complaints that total only $60.00? She accussed me of being a thief, she said I am at fault even though I had no internet, she said that the buyers did not have to call me to see what was going on before starting the buyer complaint process, and she also said that a buyer can start this process immidatley after paying for an auction. I decided to tell them to pay off the four complaints so I could have the rest of my money to ship out my sales from last week, and they still have not done so which is an obvious attempt to stall for time to see if any other complaints come in to keep this going until they wipe out all of my money because honestly, I dont think this money is going to the buyers. These are disputes that were settles many months ago, and are now being reopened. One thing I do know, is they can write anything they want in a user agreement, it does not mean it is legal or would stand up in court. I used this example with that **** supervisor... I could make my user agreement state that you have to stand in front of a church naked at 3:00 P.M. every Tuesday night, but that does not make it right, or legal! Ebay has become huge. They also own AOL. Ebay however has always seemed fair to me. It is paypal that is completely unfair and someday we can all rejoice when they take their fall. They cannot, and will not get away with this crap forever. One thing life has tought me is that you cannot screw the American public forever and get away with it and when they are finally called to judgement, they are going to pay ten fold. So keep the faith, and keep fighting for God helps those who help themselves.
