I would also like to make a statement about PP. I have been with pp for about 4 to 5 years and all I have done with pp is purchase items form people online. Last week I applied for a business account so I could do business online. Anyway, I did not have my domain name forwarded to the correct website when I applied. I was parked on a website by the company that I purchased it from. So when I applied, Paypal emailed me and said my account (website is used when I applied) violated their policy by using paypal for non approved websites. It turned out that the domain registrars I used parked my domain on a website that was not approved. Anyway, paypal froze my account and all the money I had in it. They did this when I only applied to use their business service and had never used paypal for anything but purchasing items from other websites. They gave me no due process or way to dispute their actions and when they would reply to me they would say their decision is final. I’ve applied for a lot of things in my life and if I did not meet all their requirements that company would notify me and let me explain or they would just not approve what I applied for. Paypal, on the other hand, froze everything I had with them, gave me no way to explain what happened and did not extend any courtesy to me to try and correct the problem. What kind of business would treat their customers this way, especially one who has been with them for 4 to 5 years without incident????

PaypalSucks,

i had an 800 chargeback for something i sold on eay. Pay pal did fight it for me. took 90 days but i did receive all my money back from pay pal.

I bought an item on ebay and the item came in faulty and the seller kept coming up with shitty excuses. I had no other option so I filed a chargeback with my bank as defective item and I was told to mail back the item. Paypal ruled as insufficient evidence to support chargeback which is BS. I gave a lot of supporting info and the bank agent said I have a good chance of winning claim. The seller has until 25th January to come with a rebuttal and it seems like he isn't responding. Don't waste your time. Paypal won't release the money for 6 months. Just log into your account and start refunding money. Close your bank account and refund into the negative. They will certainly contact you when you owe them money. They don't seem to do much about it either.

heh ... i was in the same boat ... one day out of nowhere paypal decided to freeze my account with 4600 and some change. They said they needed all these documents to potentially unlock my account ... including invoices ... sales reps ... UPS account number ...payment history...even what i was paying with...

Well ..in the mean time i had 20something buyers waiting for shipment .... some of which had paid for expedited service.

5 days after faxing all the necessary documents ...and searching all over gods green earth for phone numbers i finally just called the one on the back of my paypal debit card... and was on hold for hours ... where the guy told me i was supposed to have the merchandise in hand before advertising it on ebay ... in other words ... no dropshipping ...or that it was against their rules to sell something i didn't physically have.

That was total BS. 99% of etailers on ebay are dropshippers ... and most get their stuff from the same places ... you really think bob johnson is gonna have 760 plasma televisions available in his garage? I told this paypal guy this ..he said its untrue.

Anyway ... a week has gone by and now the complaints are coming in .... so i again called and said ..how do you expect me to send out things when you are holding all my paypal money including FREIGHT costs ... of course all the customers had received the "suspended" message about me ..and then ...holy crap ... i just quit. I was only making like 20 bucks per item ...and 10 of that was going to make a wish ... but it just wasnt worth it. funny thing was ...ebay still charged me for all the listings ..even though they had suspended the account ..along with paypal ... only because of the complaints because paypal locked up my account.

Luckily ..some people actually called me ..because i put my phone number on all listings ..and i explained what was happening ... and then keeping large records of emails ..i sent out a mass email explaining in detail what was happening.

Anyway ... **** paypal and ebay. they both suck. You just as well send your money via western union to someone ... just as safe and at least there is a legal record / paper trail as to where your money went ..and better yet ... who signed for it.

i thought about filing suit for loss of business revenue ... which over 4 months time averaged about 250/daily profit... but im not sure its worth the headache ...unless someone here thinks its worth it.

Hello. I am an attorney based out of Texas. I am working on a case for someone who experienced a chargeback from Paypal due to a buyer's claim that his account was used fraudulently. I am interested in acquiring statements from people who have had SIMILAR facts such as this to prove that Paypal is violating their Terms of Service (TOS) by allowing this incident to occur repeatedly without thoroughly investigating (as stipulated in the terms of their contract). I have done considerable research and have received statements from other sellers who have had the same buyer with the same email address listed claiming that their account was fraudulently used. I believe Paypal is negligent in not investigating and allowing this type of loophole to continue repeatedly. If anyone should feel compelled to help out -- please email me at midnitesnoboo@yahoo.com with a letter detailing your situation. In your letter please indicate: 1) the Facts of your case (amount, date, what paypal did/did not do to resolve issue, and you may forward me your item listed and 2) if you should feel compelled any contact information (an email address or number will suffice - optional of course). Once I finish my report, I will gladly send you a copy of what I will be sending to the Attorney General's office and FBI and FTC. Please understand that people will not change unless you do something about it...and that means...honestly, that you have to be persistent. Well, my story is the same as all the others. I just thought I'd add myself to the list and try not to make it too long.
An Ebay buyer won a laptop I was selling for my son and supposedly paid with a credit card through Paypal. I sent the laptop to the buyer via UPS with tracking. Evidently the package arrived to the buyers’ "confirmed address" just fine because I was left "positive feedback" on Ebay for it.
Then a couple of weeks later I got an email from Paypal saying there was a complaint from the buyer that they didn't make the purchase, so Paypal froze my account and put me in the negative for the cost of the laptop. I sent Paypal the required delivery info and a statement saying that the buyer had even left me positive feedback on Ebay for the item, so they unfroze the account and restored my account to the original balance.
Then about a month later I got another email from Paypal stating that now there's a chargeback from the buyers’ credit card company and the account is frozen again, putting the funds back into the negative. So, again they ask for delivery info, which I send, including another statement saying that the buyer even left me positive feedback on Ebay. (They must not keep very good records) Paypal emails me back a few days later to say that I have no "seller protection" because I didn't get a "signature confirmation" of delivery. Hell, I got "positive feedback" for the thing! THAT isn't confirmation enough?!
So anyway, Paypal tells me in the email (in so many words) that I lose my money I got for the laptop and have to pay the "fee" they charge for these chargebacks and to bring my account out of the negative. And now of course, I can't contact the buyer...the buyer has closed their Ebay account and my emails to them have come back as undeliverable. And by the way, I’m the one with over a hundred 100% positive feedbacks and the buyer had something like ten transactions with an 80% positive rating with another negative after mine and I’m the one in the wrong here?
But I’ve got to admit it does sound like a pretty good scam though... buy something on Ebay...get it... and then tell Paypal and your Charge Card folks that you didn't authorize it and you get the item for free. Gee, now why didn't I think of that? I guess alot of others did by the stories I’ve seen here.
I suppose my buyer could have had their charge card info stolen, but their “confirmed address” too? Which were the same at both Ebay and Paypal. And I suppose the thief waited outside the buyers’ home for the UPS man to deliver the goods too? Hmmmm? Something’s going on here and I’m not quite sure what. And I’m not so sure it’s my problem either. Other than now I'm expected to pay for Paypals lack of security and backbone!
So, remember what P.T. Barnum said, "There's a sucker born everyday." I think Paypal knows exaxtly who we are too.

PaypalSucks, I recently had a chargeback and it was found that I was to pay the money from unauthorized use of a credit card. The transaction was a handmade knife sold on ebay July 5, 2006. On November 13, 2006 I was notified of the chargeback in the amount of $741.00. The deal is the unauthorized use of the credit card was paid thru paypal by a lady by the name of Mary. The auction was won by a R. Hoskins in KY and was paid for by a P. Newman in AZ. This was the first time I had ever had an auction on ebay where three people were involved. My intuition said something wasn't right but at that time I did not know realize what was taking place. It was November 13, 2006 when I got the email from paypal notifying me of the chargeback by P. Newman. I realized then that Mary and R. Hoskins and fraudulently used P. Newman's credit card to pay for the knife. I don't blame P. Newman. I would want my money back too. So today is January 12, 2007 and I got a letter in the mail today from a collection agency looking for $741.00. I got a surprise for them. I have done nothing wrong and I ain't gonna pay jack. If they don't like it "they can kiss my foot". Then if they don't like that, "they can kiss a little lower".

Here's an interesting paypal issue. Customer did the chargeback. The chargeback was denied Sept 5th by AM-Ex. Customer has signed letter from them indicating they would allow the chargeback and merchant has received their money. However, paypal claims they are still fighting the chargeback and will not release it.
The money has been held since Sept 5th. Who exactly is the thief? Paypal of course!

Someone needs to launch a website where people can at least post the names and addresses of the people who have cheated them. Everyone knows paypal is a scam and a cheat but ultimately the customers are the cheats. They are whinny cry babies who don't have a clue about what is happening in the world. See what we have become?

WalMart has a no questions asked return policy and everyone seems to think that's how all stores should be. And of course, PayPal has a no questions asked return policy because they don't want to deal with chargebacks.
I had a customer that had a product for a little over a month. Used the item, broke it then wanted to return it. I told them to take it up with the manufacture because the product had a warranty. No, instead they wanted me to take the item back for a full refund including reimbursement for return shipping. They filed a compliant with PayPal and of course, PayPal granted their rudiculous request. PayPal said I was responsible for taking the issue up with the manufacture. I didn't use the item and I didn't break the item!! I ended up sending the buyer a replacement, after they closed the PayPal dispute. It just wasn't worth fighting over with PayPal.
