Jessie1986 - Do NOT listen to the CRAP from PPgirl, she is a Paypal employee and will do anything to put a spin on the truth, first off - in the United States - Paypal is NOT a financial institution, it is a money transfer service, if it was a financial institution its doors would be shut within 24hrs for the all of the fiduciary crimes its committing on a minute by minute basis.

No matter what you read on here, you always get it back, unless there are a bunch of buyer claims, which we would still tell you about, or chargebacks, which contrary also to what you read on here, are NOT started by PayPal, but by the buyer's credit card and THEY make the decision if they buyer keeps the money AND the item, not PayPal. Which is why there is Seller Protection.

You have to understand there are large retail companies and wholesalers that are watching eBay, making sure that the items people like you are re-selling are not stolen, fake, or listed 40 times but you only have one of them. They will sue, they have sued, for things like this. PayPal is not willing to take on all the risk of every buyer and seller that decide on a whim to sell new or newish items they pay cash for at Gadzooks, or any buyer that uses mommy's credit card to buy gold to play WoW.

Hi Roy,

I recently telephoned PayPal and the strong accent of the lady I was speaking to made it difficult for me understand what she was saying - even though english is my first language!

It seems that I touched on a raw nerve when, out of sheer desperation, I asked her what country she was speaking from. Imagine my surprise when she tersely replied; 'I'm not at liberty to divulge that information'.

So just what sort of secret society is PayPal operating? Are its offices located within the bowels of 10 Downing Street, or possibly The Pentagon or the White House? Have aliens landed and are already in the process of taking over the world's financial institutions?

If I can't even find out which country I'm speaking to what chance has anyone got of obtaining an accurate address for PayPal?

First off, I do not recommend at all giving PayPal your social security number, regardless of whatever anyone that works for PayPal says, they arent the securest site ever. They are rated along with eBay the #1 sites that get hacked the most and the sites which have the most fraud. So if you want to become a victim of identity theft then do so.

Your social security number was entered on a previous PayPal account which flagged PayPal and obviously PayPal quickly notified eBay. More of PayPal's & Ebay's bullsh it is that they state they act as two separate companies, when in fact they exchange information left and right.

My suggestion is to restart a new PayPal account and another eBay account and change every single piece of information that you have registered with Paypal & eBay. Im not going to tell you how exactly to do this because theres a stupid b itch cu nt called PPgirl2 here. So you understand my position.

PP-victim, Yes, when you use a merchant bank, they are your bank. They give the chargeback to you. We are the middleman. We are cheaper than a merchant bank, we are there for the weekend seller we well as the small business, so the credit card company gives the chargeback to PayPal's bank. We open a chargeback case, and tell you, because you're the seller.

I don't understand why people keep believing that we "make up" chargebacks and we make interest off money we have frozen. That's against the law. If we continually broke a law like that, we would have already been driven out of business. We haven't, because we don't. Any funds in anyone's PayPal account that is frozen automatically goes into an escrow account, where NO interest is drawn. PayPal would not only go out of business, it's head people would be in jail. And as much as a lot of you on here think they may belong there, it's just a business. It's a new kind of business, albeit one that's been around almost 10 years now. There will probably come a time when there will be other financial institutions just like us out there. There may come a time when we become a bank, as we already have in the European Union.

Again, look at how many unique users post here. There are almost 150 MILLION PayPal members out there, and less than 1% of them every have ANY problems with their PayPal accounts. Sellers as well as Buyers. That's a pretty good percentage. Personally, I wish google the best. There should be more places like us out there. The more there are, the more people like you will realize it's not just us that choose to conduct business this way. We are NOT going to accept ALL the risk for all the idiots out there that decide to report their cell phone stolen or lost then sell it as "barely used, unlocked cell phone for t-mobile" on ANY auction site. Then laugh when the buyer tried to activate it and discovers the phone is reported stolen, and they can't activate it, and t-mobile takes it. when google checkout takes your money back for that, gives it back to the buyer, and kicks you off for selling stolen merchandise, then you may realize. Or if you just dont want to tell us why are transferring money from one PayPal account to the other for "services" and then withdrawing it immediately to a bank account. Even though if we let you keep doing that, we can be violating Federal Anti-Money Laundering Laws, and The Patriot Act, and we get huge fines. No place is going to let you conduct business with no verfication of who you are, where you live, and what you are accepting payments for. At least, no place that would turn a profit and stay in business.

PaypalSucks, This is for every seller. Chargebacks 101. They are initiated by your buyer, to their credit card companies. NOT by PayPal. The credit card company then files a chargeback with PayPal. They require us to give them, immediately, the entire amount that is under dispute in the chargeback. They also charge PayPal a fee. We pass along $10 of that fee, (and that is NOT even 1% of it), onto the seller. If you are covered under Seller Protection, your funds will go on hold for 30 days, while PayPal's investigation collects all the necessary information to dispute the chargeback. Then, we are required within that 30 days to give the credit card company our response - we are disputing or not, and this is why. Our case closes, and under SPP, you don't lose the funds. Sent the item to an unconfirmed address? Didn't get tracking? Didn't ship within the 7 day timeframe? Then you get hit for the amount of the chargeback, plus the $10 fee. The credit card company then has 75 days to make a decision. Please note this. THE CREDIT CARD COMPANY MAKES THE DECISION, NOT PAYPAL. If they decide against their customer, the buyer, they will wait until that 75 days is up before they give PayPal back the money. Your buyer can tell you on day 4 that they have cancelled the chargeback, but the credit card company may not tell us until both the 30 day period and the 75 day period is up. They don't have to, they don't want to, they don't. If it's a Visa or Mastercard chargeback, the buyer can sign an affidavit and we will give you, the seller, the money back before that period is up. If they don't, then we don't. If it's American Express, you have to wait.

I hope that clears up some peoples minds on chargebacks. And yes, there are times when we don't dispute them. If we don't think it's worth it, you didn't give us any or enough information, if it's a small dollar amount sometimes, and if you accept the chargeback, agree with it, as the seller. Even if you aren't covered by SPP, we will still fight a chargeback for you. You do lose the money up front though, and have to wait that 75 days until the credit card company decides to tell us what their decision is.

roy49para, Insurance protects you, the seller, not the buyer. You should make them pay for insurance. You, as the seller, are responsible for the item until it gets to the buyer. If they don't get it, if the post office lost it, they will win if they file a claim for non-receipt with PayPal. You can then recoup your loss by filing the insurance. The post office lost it, the buyer is not expected to pay, PayPal is certainly not going to pay, we are not the Post Office. The seller assumes ALL that responsibility. Which is why you should NOT sell to international buyers where they won't pay for door to door tracking. If it's not available in that country, like a lot of European countries, then don't ship there.

Think of it this way, you, as a seller, have to assess how much risk you are willing to take on when selling items over the internet. PayPal is not going to assume all that risk for you. We will assume some of it, under Seller Protection, but not all of it. You sell the items, you have to be willing to take on the risk. Otherwise, don't take PayPal and then the buyer assumes ALL the risk. Which most are not willing to do. For every 100 sellers out there, there is 1 that is bad. The same thing goes for the buyers, too.

Tsubasa21, I opened my ebay and paypal account back in june. On July 24, 2007 I tried to lift my $500 withdrawal limit and the paypal screen asked for my social security number, then I entered it. I got a message to my email address that the lift was sucessful, but within an 1/2 hour or so, I got an email from paypal that I account is frozen due to suspicious activity, and then within 45 minutes all my Ebay auctions was taken down, my ebay store is close and my account on ebay side is suspended. I emailed ebay and ebay told me to follow the steps that paypal told me to do. I did it all, but no emails so far back from them. I couldn't enter information under their resolution senter and got 7 days to do so. It isn't my fault that the screen where I suppose to put the delivery confirmation number won't let me enter anything. So, I emailed them with my PP# of the requested information. They wanted a utility bill in my name and I told them I do not have any cuz I am a 20 years old gal living with my parents. They wanted supplier or suppliers account number of whom I get my supplies from. Well, I do not have any. I purchase my items from retails stores and pay it in cash. I sell a mixture of gymborees, pbk, and handcrafted items. I also sent them all the delivery confirmation number that I have. I may miss a few. Right now I am scare that I will not see any money back from paypal and I have already shipped all the items out. They freeze my account and issued emails from the ebay side to encourage buyers to file a paypal claim against me according to what one buyer emailed me back to give me that information. I had spent over $200 in shipping bunch of items out last week since they said I have 7 days to reply to them. I thought ebay let us set our own rules. On my auctions for handcrafted items, I put down it will take about 10 days for me to make the item from date of payment and I only start making it when payment is received and where the hell did paypal get the right of demanding me to ship the items out less than my auction term?????????????????? Please help soomeone out there. I am selling on ebay cuz I need the money............................ Paypal hasn't reply back to me. I want to know the steps to go about before filing in small claims court against them.

I sent a watch to a person in England... I offered Normal Airnail Postage, Certificado..[signed for] & Insurance.
The person declined any form of Insurance & opted for Normal Postage. The item never arrived... she complained to Paypal, and I thought. Ok .. they have an insurance system... I have paid a fee for using Paypal and thought they would settle with the lady. NO!! they debited my Paypal a/c the amount, give a fefund to the lady and now want me to bring the account to credit! I will be taking the matter to The Small Claims Court the UK where a magistarte will deceide the issue, which to any normal minded person will be in my favour. After all, why should buyers take insurance if they can claim easily against the seller?

Because 99% of those signing up for Paypal don't know the truth, those who are using Paypal haven't gotten a smack of reality upside the head and until they do, they don't know any better. Then a little Googling quickly turns up this site and people wake up and realize that if they had checked before hand they could've averted disaster and ran away from paypal a long time ago.
